Free daycare for 2-year-olds in Illinois: your two paths

For a 2-year-old in Illinois, free or nearly free daycare comes through exactly two doors: Early Head Start, free for lower-income families, and CCAP, which for many working families costs a copay as low as $1 a month. The state's free preschool doesn't start until 3.

Two is an awkward year for assistance: too old for some infant programs, one year short of free pre-K. Here's how each door works.

Door 1: Early Head Start

A free federal program for children under 3 from lower-income households, with development services, health screenings, and meals wrapped in. The eligibility bar centers on the federal poverty level, tighter than CCAP's, and seats are limited with waitlists common. If your income fits, apply even while pursuing other options; a seat that opens mid-year is still a free seat. Find programs through the federal Head Start locator.

Door 2: CCAP

Illinois' Child Care Assistance Program is the working family's door: qualify by working, attending school, or job training, and the state pays your chosen licensed provider directly while you pay one income-based monthly copay. Unlike Early Head Start, CCAP covers full workdays at the center you pick, and it follows your child from toddler rooms straight through school-age care. The complete guide is here.

What happens at 3
