CCAP Illinois: The Complete Guide to Child Care Assistance

Illinois will pay most or all of your childcare bill if you qualify, and more families qualify than apply. That gap exists because the program hides behind an acronym, a stack of forms, and a lot of secondhand wrong information. This guide is the whole thing in one place: what CCAP is, who gets it, what it pays, and exactly how to apply.

We're a daycare in South Holland that accepts CCAP for every program, so we walk families through this constantly. Everything below comes from IDHS policy and the state's application process, not rumor.

What CCAP is

CCAP is the Child Care Assistance Program, run by the Illinois Department of Human Services. If you're eligible, the state pays your childcare provider directly, and you pay one monthly copay based on your income and family size. It covers real childcare, full-time or part-time, at licensed centers and homes that accept it: infants through age 12.

It is not a waitlist lottery or a scholarship you compete for. Meet the criteria, complete the application, and it's yours.

Who qualifies

Three tests, all of which must be true:

• You live in Illinois and your child is under 13
• You work, attend school, or participate in an approved job training program
• Your household income falls within the state's limits

The income limits trip people up in the good direction: they're higher than most families guess, and they scale with family size. Don't rule yourself out from your couch. What it pays, and what you pay

The state pays your provider up to its maximum rates. Your share is a single monthly copay, per family, not per child. Per IDHS policy, the copay slides with income; at the bottom of the scale (income at or below 100% of the federal poverty level, or parents who work in childcare themselves) it's $1 a month. Families with only school-age kids in part-time care pay half the standard copay during the school year. The full math is in our copay breakdown.

One honest footnote: if a provider's price runs above the state's maximum rate, the provider may charge the difference. Ask every center this question directly.

How to apply, step by step

The application went digital, which is the best thing that's happened to this program in years. New applicants can apply online from any phone, tablet, or computer, in one sitting.

1. Check your eligibility at getchildcareil.org. Five minutes.
2. Gather your documents: proof of income (recent pay stubs), proof of work, school, or training activity, and identification for your household.
3. Apply online through the state's application at illinoiscaresforkids.org/applyforchildcare. If you prefer paper, forms are at actforchildren.org.
4. If you're in Cook County, Illinois Action for Children processes your application. Questions go to their family resource team, or lean on your provider (we do this weekly).
5. List your chosen CCAP provider on the application. If you're enrolling with us, we handle our side of the paperwork.

Then keep going to daycare tours while it processes. Approval isn't instant, and you don't want to lose a spot waiting.

After you're approved

Two things to know. First, keep your paperwork current: IDHS redetermines eligibility on a schedule, and missing a redetermination deadline is the most common way families lose coverage they still qualify for. When the renewal notice comes, act on it that week. Second, report the big changes (job, income, household size) so your copay stays accurate.

The last step is picking a provider who takes it
